Over 50 years ago, John J. McCosker Jr., a pioneer in the proposal consulting field, was the first to organize a company to provide Technical Proposal Writing teams to industry. Today his son, John McCosker III — CADRE Principal, has over 35 years of experience helping capture teams to analyze and interpret competitive solicitation response requirements. Mr. McCosker offers upfront directions at no charge to include solicitation review, gap analysis, and cost effective staffing solutions to develop a compliant and winning proposal.

CADRE provides proposal strategizing, planning, management and specialty discipline writing services to the defense, aerospace, environmental, and commercial industries. We’ve supported winning proposals submitted to most DOD, federal and civilian agencies along with major subcontract proposals directed to prime contractors. Clients include the top 20 US Defense Contractors and major Canadian and European companies.

1965 – John McCosker Jr. organizes the first proposal firm to provide technical writing teams to industry

Proposal Management, Inc (PMI), Phila., Pa

1974 – John McCosker Jr. and John McCosker III re-organize by adding Thomas Kaplan as a partner and opening an office in San Clemente, CA.

TechMedia Corporation, Phila., Pa

1976 – The McCoskers add 30,000 SQ FT facility in Center City Phila for proposal production capability and add two additional partners

CADRE Proposal Services, Phila., Pa and Wildwood, NJ

1991 – John McCosker III forms CADRE Proposal Services. McCosker Jr. joins CADRE in 1995
